You get the Silver Skull Quinque Blueprint by defeating the Eto Raid Boss. The blueprint itself has a fairly low drop chance, making multiple runs mandatory if you’re not lucky enough to obtain it on your first try.

Once obtained, you can bring the blueprint back to the Research Crafting Station. Most of the materials needed for crafting the Silver Skull can be obtained from Boss Raids.
