Uta can be found inside of the Art Studio. To find the Art Studio press the P Key. This will show you all the locations on the map. Look for the Mask icon.

Once you arrive, you will see Uta sitting on the sofa in the mask room.

Uta is based on Uta, a character from Tokyo Ghoul anime and manga series. In the series, Uta sells masks at the HySy ArtMask Studio the he also owns.
