You have a chance of getting a Frozen Fragment from the Hollowed Moon Stages 2 (Legend Stages) and Ninja Forest Stages 2 (Legend Stages). You can change the difficulty modifier to make the drop chance higher.

By visiting the Gold Merchant NPC, you can purchase the Frozen Fragment, however his store has limited stock, and it refreshes every 24 hours. The Phantom Fragment costs 1.500 Gold.
